The State of Ohio has made revisions to its HCBS Transition Plan, which will be posted for public comment from December 12, 2016 to January 12, 2017.
The HCBS Transition Plan, a requirement under the January 16, 2014 CMS Home and CommunityBased Services (HCBS) Settings Final Rule (CMS 2249-F/2296-F), sets forth the actions Ohio will take to operate all applicable HCBS programs in compliance with the final rule. On June 2, 2016, Ohio’s HCBS Transition Plan received initial approval from the Centers for Medicare & Medicaid Services (CMS). States are required to give public notice of amendments to the HCBS Transition Plan, and to provide a 30-day public comment period. Recent amendments to the State’s HCBS Transition Plan are posted at http://medicaid.ohio.gov/RESOURCES/PublicNotices/CMSHCBSStatewideTransitionPlan.aspx, as is a Summary describing the changes. During the public comment period, ODA requests the following of the PASSPORT Administrative Agencies (PAAs):
- In the area at the PAA where visitors are most likely to see them, print and post the Public Notice and Request for Comment document and a hard copy of the revised HCBS Transition Plan, which the PAA can access at http://medicaid.ohio.gov/RESOURCES/PublicNotices/CMSHCBSStatewideTransitionPlan.aspx.
- Make hard copies of the revised HCBS Transition Plan available upon request.
- In order to facilitate public access to the draft HCBS Transition Plan and to facilitate public comment, create a link to the state website page posting the HCBS Transition Plan on the PAAs website:http://medicaid.ohio.gov/RESOURCES/PublicNotices/CMSHCBSStatewideTransitionPlan.aspx. At the state website, individuals will be directed to the revised HCBS Transition Plan and Summary document.
